Guest Speaker: Lora Gunter, J.D., SR/WA 

Guest Speaker Bio: Over her two decades of service in the ROW industry, Lora has served as the ROW Project Delivery Director for TxDOT, where her main duties included oversight of the department's statewide ROW acquisition portfolio. She was responsible for implementing policies and procedures related to ROW project delivery, including oversight of acquisition manuals and TxDOT's Advanced Acquisition policy. Lora also provided oversight to the ROW Division Legal Group, where she was responsible for overall compliance and law interpretation. Her extensive experience additionally includes working in TxDOT's Fort Worth District, overseeing ROW, utilities, and surveying, where she was directly involved with project development. Lora has a background as a licensed attorney, formally representing TxDOT in eminent domain matters.
